accepted for general service in the

Royal Navy is primarily a matter for

the Hong Kong Government. Their

Lordships concurred generally in

comments on certain parts of the

Schedule which were contained in the

enclosed letter from the Colonial Office,

but suggested that, if complete effect

were to be given to what appeared to

be the wishes of the Colonial

Government, further extensive amendments

would be necessary.

They accordingly

transmitted an appendix of amendments

to the Naval Discipline Act, a copy of

which is enclosed.

the view that the references in the

Naval Discipline Act to sentences of

death, penal servitude and corporal

punishment may have caused the Hong Kong

Government to over-estimate the severity
